On May 15, 2019, Governor Carney signed legislation designating rescue dogs the official dog of the State of Delaware. Having rescued his family’s dog Kinsey, Governor Carney was proud to support and promote the adoption of rescue dogs looking for forever homes across the state.First State Animal Center and SPCA, a nonprofit shelter, not only cares for and adopts out dogs and cats but works with the Delaware Department of Agriculture to house and adopt displaced equine and farm animals.
